PREVENTION OF TERRORISM IN THE FIELD OF ENERGY, TRANSPORT INFRASTRUCTURE AND TECHNOLOGICAL HAZARDS MILITARY FACILITIES AND POPULATION OF KHMELNITSKY REGION


Purpose of the development: Improving the efficiency of the anti-terrorist protection in the field of energy, transport systems, technological hazards of military facilities by developing a comprehensive methodology of preventing and combating terrorist acts on objects that are vulnerable to terrorist regard.

In general, this will increase the level of antibodies roristichnogo protection and preparedness of local authorities and others to combat terrorism in the prevention and cessation of attacks on public figures, critical infrastructure and improve the safety of the population that threaten the lives and health of a large number of people.   The practical value of the results is because a large part of them can be implemented in the operational activities of the law enforcement official as Hmelnichchiny and dear friend of the region, and the proposed software system analysis of threat of terrorist vulnerable objects with the intuitive user interface provides prompt settlement of accounts, which cover nine areas of their construction and operation.    The methods, techniques and algorithms were tested during two round tables and a scientific-practical seminar with the participation of leading specialists of the state and the region in this particular field of protection of national security, representatives of MAE in the Khmelnitsky region, representatives of law enforcement agencies and local authorities, scientists.       Some partial results of the work will improve the system for the anti-terrorist protection of the main object of the vulnerable - Khmelnitsky nuclear power plant, greatly enhance coordination and ensure optimum use of manpower and resources of different departmental supplies, which are used in anti-terrorist operations in the KNPP.

Advantages over analogues: Scientific novelty of the results of the work lies in the fact that it was the first on the basis of the methodology implemented a conceptual analysis of the terrorist state of vulnerability of the energy and transport sectors Khmelnitsky region, making it possible to characterize a group of threats and risks on which to work out the method of their evaluation.     For the study of the problem, we have been elected to the mathematical apparatus of the algebra of tuples, which allows you to efficiently build algorithms regarding the processing of data, which are of different nature, and move them to a numerical measurement. Subsequently, the level of threat model has been presented in the form of a column loaded with fuzzy near the top. The use of graph theory to solve this problem and allowed us to obtain a simple vidpovidayuchi real-time processes of the formula for the calculation of the elements that characterize the vulnerability of a terrorist state. For the automation of mathematical problem solving has developed a software product that provides the performance of settlements on the definition of terrorist threats to vulnerable accordingly proposed algorithm. Under the influence of multiple factors in the political, economic, social, and religious spheres of society, he constantly changes its shape, gradually acquires its extreme about revealing.     The issue of combating terrorism, in particular its international manifestations, especially sharpened after the events of September 11, 2001 in the United States and hostage-taking in Moscow, October 23, 2002 While at the present time Ukraine as a whole, Khmelnytsky region, in particular, not considered leaders of international terrorist and religious extremist organizations as an object to carry out terrorist attacks, at the same time, there are some assumptions and factors that increase the threat of terrorist activity. These factors external and internal, the spread of terrorism in our country are: - May stay in the territory of Ukraine supporters of terrorist organizations; - Use of the leaders of terrorist organizations in Ukraine in order to obtain additional sources of funding through the participation of their supporters in the smuggling operations, illegal migration, drug trafficking, counterfeiting of money and the like; - The negative aspects of migration processes that have led to an increase in the number of illegal immigrants; - The presence of objects on the territory of Ukraine (enterprises, laboratories), which are produced and used dangerous chemical, biological and radiological materials and substances that create the objective conditions for possible acts of terrorism technology.     In our country, the development of terrorism also contribute to deep social and economic crisis, the opposition political forces and the increasing manifestations of separatism, poverty and lumpenization a large part of the population, the processes of social stratification, the development of the criminal enterprise and government institutions, corruption of the state apparatus, the development of a powerful illegal arms market, devaluation of moral and spiritual values.     The analysis of institutions suggests that the most common motivation in Ukraine commit terrorist acts playing: - Criminal activities, especially in its transnational forms; - An attempt to interfere with the social, political, or economic activities; - The creation of tension or stress in inter-state relations.      Therefore, studies related to the development of a methodology based comprehensive analysis of international terrorism, the legal framework and international legal principles of preventing and combating terrorism and countering the financing, the conceptual analysis of the terrorist vulnerability of the energy, transport systems, technological hazards of military facilities, and development of methods of estimation of threat of terrorist vulnerable targets, complex methods of preventing and combating terrorist acts is an important national and regional assignment.      Development of methodology for evaluating threats to energy, transport systems, technological hazards of military facilities, which takes into account the actual conditions of construction, operation and interaction of the elements of the system, as well as the risks of external and internal nature of the spread of terrorism in our country, is a multi-factor optimization problem, which is under development and did not get to the last time an acceptable practice for a complete solution.      In this regard, there was a need of formulating and solving actual scientific tasks, which is important for preventing and combating terrorism values ??- improve anti-terrorist protection in the field of energy, transport systems, technological hazards of military facilities through the development of a complex technique of preventing and combating terrorist acts on objects vulnerable to terrorist regard.      The main ideas of previous research and development, which are the basis of the project.  The project is based on the results of research conducted by a team since 1992. Experts and scientists have extensive experience in the center of scientific research, as well as military and law enforcement experience.      Analysis of threats to objects that are vulnerable to terrorist is too complex for bagatopa-rametrichnoy task and allows the presence of both an objective and a subjective component parts solutions.
