TRANSFER OF INNOVATIONAL TECHNOLOGIES

DEVELOPMENT OF MONITORING AND PROJECT MANAGEMENT IN EMERGENCY SITUATIONS ON NATURAL HIGHWAY


Purpose of the development: Improving the efficiency and effectiveness of monitoring and control in emergency situations on natural trunk roads.

Recommended application field: Highways.

Technical characteristic: It is necessary to attract the scientific leader, responsible executives, programmers and technicians, the use of personal computers and with the characteristics satisfying the conditions of the calculations and software, peripherals.

Advantages over analogues: Monitoring methodology and project management of natural disaster relief situations on the main roads allow to make management decisions based on system analysis and economic-mathematical modeling, using mathematical, quantitative approaches, and in contrast to the existing ones, will allow to make evidence-based decisions on many criteria based the degree of certainty of information.

Technical and economic effect: The results of research are reflected in the performance of the following topics: 42-00-08 "Models monitoring sources of emergencies on the main roads"; 8.1.42 "Project Management prevention and emergency situations on the main roads."

Description of the development:

1. The analysis of the tasks of monitoring and control in emergency situations on the main road (MAD), models and methods to solve them. A general and specific tasks of monitoring and control in emergency situations of natural (NPV) to MAD. 2. The structure of information technology for monitoring and managing the liquidation of the consequences of the NPV on MAD and proved methods of multicriteria evaluation and optimization, allowing structured decision-making processes, depending on the degree of uncertainty of the initial information. Developed information and reference support and model selection database management system, enabling to organize information support and effective interaction of a decision maker, with the PC in the process of solving problems. 3. Mathematical models of hazard monitoring NPV and state MAD on many criteria, including: assessment and identification of control points, and indications of danger NPV state MAD, as well as the choice of their monitoring plan. Unlike the developed models to explore is to make decisions on a number of criteria in a high degree of uncertainty of the initial information. 4. The models identify the effects on the NPV of MAD, assess the possible consequences of these response plans with a choice of their efficient design, functional units and resources that make it possible, in contrast to existing models to make effective decisions on a number of criteria, depending on the degree of uncertainty of the initial information. 5. The models and methods of planning work in the aftermath of the NPV to MAD that take into account, in contrast to existing models, not only the resource, but also the timing requirements, as well as risks. 6. A computer-integrated technology in the form of software and methodical complexes, allowing to implement the proposed model in the practice of monitoring and managing the liquidation of the consequences of the NPV on MAD and automate decision making.
