Purpose of the development: The project's results have an extremely broad prospects for solving the regional policies for sustainable development and a balanced development of regions and territories on the basis of their structural preservation of regional, territorial characteristics, natural resource potential, economic and ecological capacity. The results of the project enable fundamentally new way to solve complex scientific problems of building sustainable territories.

The essence of general fundamental problem is to develop the theoretical foundations, principles and methods for assessing the socio-economic and environmental development of the region (territory) in the context of sustainable development. The essence of a particular fundamental problem lies in the development of methods for assessment of the socio-economic and ecological systems in the region and the forecast model of the system in time (the study of the phenomenon of sustainable development in the region). The first time the state of socio-economic and environmental development of the regions, territories on the basis of sustainable development indicators, formalized approach to the calculation of integral indicators of socio-economic and environmental development of the territories and the region by a multi-level aggregation of basic positive and negative indicators in the performance of the highest hierarchical level. Improved methodology for calculating indices of social, economic and ecological subsystems of the region using as benchmarks the sustainability of the maximum and minimum values ??of relevant indicators at the regional level, and the normative values. For the first time developed a system for studying the dynamics and prediction of the integral index of sustainable development in the region using the principles of statistical analysis. Improved the scientific basis for the integral development of map-chart indicators are used to visually identify the social, economic and environmental status and indicators of sustainable development of any territory to take the necessary management decisions to improve the situation. According to the results of the developed theoretical foundations, principles and implementation of the model assessment index of stability which characterizes the state of social, economic and ecological subsystems of regions based on their natural and landscape features, as well as the structure for a methodical and information support of its implementation.
