In this paper, the basis to solve the problem of water management and reclamation facilities in the ecological and economic basis, taking into account the climatic conditions put the development of climate scenarios, but in our case - is the development of standard schemes of weather conditions using appropriate models. The results are based on the latest achievements of natural sciences and engineering, on the principles of wide application of high information and computer technology using the principles of the system analysis.
