AUTOMATED SYSTEM OF ACCOUNTING FOR ELECTRICAL ENERGY


Purpose of the development: Ukrainian scientists have developed and implemented an automated electric power accounting systems (AEAS) to control the quality parameters (PQP). It allows simultaneous effective integration of electricity and measure indicators of its quality with the use of software and hardware in the main and interstate networks of SE "NEC" Ukrenergo ", as well as to maintain the electrical balance of energy in power systems (ES) of the United Energy System (UES) of Ukraine.

Advantages over analogues: The use of this system improves the reliability and stability of the Ukrainian nuclear power plant operation and provides a significant reduction in energy losses. Implementation of the system streamlined the functioning of the energy market of Ukraine and ensure its flexible management. And this, in turn, enhances energy security and independence of our state. The system, among other things, provides the right decisions in the process of operational solving of optimization of operating modes of the ECO Ukraine.

Technical and economic effect: Improving the efficiency of electric networks operation due to the control of AMR SCE confirmed by practical calculations of technical and economic parameters of its use, as a result found that from 2013, the economic effect of the introduction of this system on the SE "NEC" Ukrenergo "exceeded 1 billion. Creating unique in the world practice of AMR to the control of the SCE allows integration of IPS of Ukraine to the United energy systems of European countries ( "ENTSO-E") and ensures the functioning of the domestic electricity market and dispatching service SE "NEC" Ukrenergo "by continuously providing timely and reliable quality parameters monitoring data and technical power control at all levels of production, transmission and consumption. So, introduced in SE "NEC" Ukrenergo "three-tier AEAS is fully consistent with the highest international standards, as it provides simultaneous measurement of more than 100 technical and 2 thousand. commercial settings. In addition, the currently specified automatic system covers more than 140 substations of electric power systems of ECO Ukraine. Scientists have also developed methods of adaptation to the means of measurement of electrical networks operating modes - for improving the metrological characteristics of measuring instruments. On the basis of these methods, researchers have proposed a number of algorithms for measuring parameters mode multiphase power grids and determination of the SCE, providing improved accuracy and noise immunity measuring and reducing data processing error. These methods and algorithms implemented in practically developed devices measuring parameters of electrical networks and multi-function power meters, operating as part of AEAS, and increase the overall effectiveness of its work. Domestic scientists were the first in Ukraine introduced into production three-phase and single-phase multifunction energy meters with simultaneous analysis of its quality types ET, ZET and ETO and accuracy classes 1.0; 0,5S and 0,2S. Ukrainian researchers have also created a unique in the world measure STI-1, intended for metrological certification of power quality monitoring standards. The use of STI-1 measures provides playback of the SCE, up to 0.01%, that is actually at the limit of the capabilities of modern measuring equipment. All serial measuring instruments, standards, metrology and installation of electricity metering system in general, certified bodies State Enterprise "Ukrmetrgosstandart". In general, developers have received 140 certificates on metrological certification of high-voltage substations ECO Ukraine.
