Purpose of the development: Establishment of a reasonable level of natural resource rent payments and further their fair distribution between budgets of various levels, in order to increase the investment attractiveness of territories and intensify hydrocarbon production.

Advantages over analogues: The rationale for the differentiation of rental payments depending on the main rent-forming properties of oil and gas fields, namely the reservoir properties of layers and the depth of occurrence of productive horizons and the fair redistribution of rental payments between budgets of different levels, taking into account the requirements of the decentralization reform to increase financial independence and investment attractiveness of the territories.

An economic mechanism that allows to differentiate rental payments depending on the depth of occurrence of productive deposits and the coefficient of hydroprovision and to effect a fair redistribution of rental payments between state and local budgets taking into account their functional nature and provides recommendations on increasing the level of efficiency of oil and gas enterprises in terms of: 1) improvement of the regulatory and legal framework of Ukraine with a view to improving the investment climate; 2) distribution of rental payments for hydrocarbon production between the state and local budgets; 2) improving the methodology for determining the profitability of wells; 3) development of universal methodological recommendations for determining the cost price of oil and gas production, when calculating specific conditions for the production of hydrocarbons.
