INFORMATION TECHNOLOGY FOR ESTIMATING THE EFFECTIVENESS OF FUNCTIONING NATIONAL RADIOMONITORING SYSTEMS


Purpose of the development: Information technology (IT) is intended for a detailed analysis of the current state and development planning of regional radio frequency monitoring subsystems (RF RFM) and radio frequency monitoring systems (RFM) in general, and can significantly reduce the intellectual, financial and time costs of improving them.

Recommended application field: Regulation of the radio frequency resource, namely, an assessment of the effectiveness of the functioning of hierarchical systems of radio frequency monitoring in a given territorial-frequency-time space and determination of ways to improve them.

Advantages over analogues: An analysis of the calculation results allows us to identify the strengths and weaknesses of the functioning of each RP RFM and RFMS for monitoring each group of radio technologies and solving each problem of radio frequency monitoring, the insufficiency or redundancy of the corresponding radio monitoring stations (RCS) in each RF RFM. In addition, the hardware and software complex allows you to plan the retrofitting or decommissioning of obsolete radio monitoring stations at the next stages of development of the RFMS, as well as making suggestions for the development of new and modernization of existing radio monitoring stations.

IT includes a knowledge base (methods, procedures, algorithms), a database of technical equipment for RP RFM and functional software. IT is implemented in the form of a hardware-software complex “Efficiency”. Functionality of technology: - automated calculation of individual performance indicators of the functioning of groups of stationary and mobile radio monitoring stations (by groups of radio technologies and the fulfillment of basic tasks) RP RFM; - automated calculation of integral and production performance indicators for the operation of RP RFM (using stationary, mobile and portable radio monitoring stations); - automated calculation of integrated and production indicators of the functioning efficiency of the stationary and mobile components of the national MFIS; - short- and long-term forecasting of performance indicators of RP RFM and RFMS; - display of calculation results in tabular and graphical forms, automated generation of reporting information.
