INFORMATION TECHNOLOGY OF SUPPORT FOR DECISION MAKING DURING PLANNING SYSTEMS AND CONDUCTING RADIO FREQUENCY MONITORING


Purpose of the development: Information technology (IT) is designed to increase the efficiency of planning and conducting radio frequency monitoring (RFM) of using a national radio frequency resource (RFR) by optimizing the coverage of radio-electronic means (RES) of different types of radio monitoring stations and regional RF subsystems by territory, frequency range and time with an assessment of their electromagnetic compatibility. At the same time, the characteristics of the airspace control system, the characteristics of various radio technologies controlled by RES, the propagation conditions of radio waves in accordance with the Recommendations of the International Telecommunication Union (ITU), the profile of the terrain and the development of the terrain are taken into account.

Recommended application field: Regional subsystems and radio frequency monitoring systems of the country.

Advantages over analogues: The intended purpose information technology was developed for the first time in Ukraine. Its implementation in the form of IRS "Radiomonitoring" surpasses the analogue of ISC "Telecom", developed by the French company ATDI for the planning of communication networks, in functional and technical characteristics, as well as in manufacturing cost.

Technical and economic effect: - territorial-frequency-hardware planning of radio monitoring networks in areas, regions and the country as a whole; - improvement (optimization) of the functional structure of regional subsystems and the country's radio-frequency monitoring system (composition, types, characteristics, placement of CPM, the interaction of fixed and mobile components of RFM); - ensuring and optimizing the solution of planned and operational tasks of radio frequency monitoring.

Information technology includes a knowledge base (models, procedures, algorithms), a database (RMS, RES with their coordinate and technical characteristics, electronic terrain map (ECM)), functional software and is implemented as an information-calculation system (IRS) "Radio Monitoring " Functionality: - selection of models in the frequency range from 30 MHz to 50 GHz for estimating losses on the propagation path of radio waves in accordance with ITU Recommendations; - determination of the direction from the RMS to an arbitrary RES, range to the RES and the level of equivalent isotropically radiated power of the transmitter of the RES according to its technical characteristics; - assessment of the level of losses on the propagation path of radio waves from the radio electronic equipment to the SRK, calculation of the field strength level at the SRK location and the signal level from the radio electronic signal at the input of the SRK radio receiver according to the selected model of radio wave propagation taking into account the terrain and built-up area; - an assessment for the given conditions of the zones of radio accessibility of the IBS and the zones of radio accessibility of the group of IBS located in a certain territory; - assessment of the protection zones of the IBS from intermodulation interference and blocking of radio emissions from radio electronic equipment of various radio technologies; - Calculation and decision-making on the radio accessibility or inaccessibility of specific RMS of radio emissions of RES, their creation of intermodulation and / or blocking interference; - maintaining databases of IBS, RES and ECM; - visualization of evaluation results, output and reference data on the ECM; - formation of electronic reports.
