Purpose of the development: Flood monitoring and risk assessment of emergency situations, in particular floods, with the aim of assessing the moisture reserves of snow with radar data; providing an information resource to support decision making; creation of flood maps from satellite data; integration of created maps with socio-economic information; provision of an information resource with automatic receipt of data from UN-SPIDER for flood monitoring.

Recommended application field: State bodies and international organizations.

Advantages over analogues: It has no analogues. Dynamic formation of system content; manual visualization tools for geospatial information and work with the system; use of international standards for the exchange and provision of information. The service has been tested to solve the problems of the UN-SPIDER UN regional program support office using Sentinel-1 data and adapted for the European Space Agency.

Flood mapping using satellite radar data consists of preprocessing, which includes the procedures of orthorectification and geo-referencing, and thematic processing, which consists of segmentation and further classification of the image using neural networks.
