Data bases of the passports have been created, a technical concept and basic principles of their use have been developed. Availability of such data bases allows to conduct monitoring of PHE's state, to forecast the possible appearance of emergency situations and to ensure decision-making for their elimination. Greation of a full data base of PHE will allow to simulate development of possible emergency situations, to evaluate the consequences of emergencies and will help to make objective, quick and valid decisions for their elimination. Such a data base can be used by any Ministry, including the State Commission affiliated to the Emergency Situations Ministry and also by central and local bodies of executive power.
