Abstract. The justified selection of priority areas for the development of science, technology, and innovation and support for specific areas of research and development is a key element of the state science and technology policy. The Law of Ukraine "On Priority Areas of Science and Technology Development" defines the legal and organizational framework for an integrated system of formation and implementation of priority areas of science and technology development and a list of priority areas until 2023: 1) basic research on the most important issues of development of scientific, technical, socio-economic, socio-political, human potential to ensure Ukraine's competitiveness in the world and sustainable development of society and the state; 2) information and communication technologies; Monitoring of the implementation of priority areas of science and technology development is provided for in Article 6 of the above Law, with generalized information on the results of which is submitted annually by the Cabinet of Ministers of Ukraine to the Verkhovna Rada of Ukraine for possible use in making relevant government decisions.
The monograph provides information on financial support from the general fund of the state budget and the results of scientific research and scientific and technical (experimental) developments carried out in 2023 in the priority areas of science and technology development in general and for each priority area separately, with details by priority thematic areas, including the amount of funding, the number of works performed and the number of scientific and technical products created and implemented. The results of the monitoring of information provided by the key administrators during 2015-2024 show a continuation of the trend of significant dominance of R&D funded from the general fund of the state budget within one of the six priority areas, namely No. 1 "Basic research". This situation indicates the comprehensiveness of this priority area and the unjustified choice of priorities based on a combination of different selection criteria - the type of research (for this priority) and its thematic focus (for the other five priorities).
The main results of the study are the obtained indicators of the state of implementation of the development of the priority areas of R&D with a detailed disclosure of the priority thematic areas of research, with relevant conclusions and proposals, which is an important aspect in revising the priority areas in accordance with the Decree of the President of Ukraine of 30.09.2019 No. 722 "On the Sustainable Development Goals of Ukraine for the period up to 2030". When conducting research on the formation of new priority areas of scientific and technological development, as well as the list of priority thematic areas, the focus of the results of relevant research and development on implementation in the industries belonging to the high-tech sector of production, in particular, in the production of weapons and military equipment, which is extremely important in view of the ongoing military aggression of the Russian Federation against Ukraine this year.
