Abstract. The analytical note was prepared based on the results of the analysis of indicators of the international system of statistics in the field of science, technology and innovation, which is formed on the basis of agreed methodological approaches, primarily the recommendations of the Frascati Manual (OECD). The study was conducted at the Ukrainian Institute of Scientific and Technical Expertise and Information based on a comparative analysis of indicators in the field of science, technology and innovation, which are formed and distributed by Eurostat, the UNESCO Institute for Statistics and the UN Statistics Division. The system of indicators covering research and development, innovative activity, high-tech industry and science-intensive services, human resources in the field of science and technology, as well as intellectual property rights is characterized in detail. Particular attention is paid to indicators of gender statistics and their role in assessing scientific and innovative potential.
Based on the results of the study, the authors concluded that the combined use of statistical bases of Eurostat, UNESCO and the UN provides a reliable empirical basis for comparative analysis, formation of state policy and assessment of the progress of countries, in particular Ukraine, in achieving the Sustainable Development Goals.
