Abstract. Based on the results of the study of international experience in assessing science, technology and innovation (STI) and their impact on the economy and society, in the paper was described the evolution of approaches to assessing STI and the impact of STI on the socio-economic development of countries, as well as methodological approaches to this assessment.
As a result of the study of evolutionary approaches, the authors identify the main methods of assessing the impact of STI on socio-economic development (econometric, patent and bibliometric, expert, integral indicators and a system of indicators), and also determines that at the present stage all methods are used, and the trend in their use is moving from the econometric method and the method of integral indicators to the system of indicators and the synthesis of several methods.
As part of the study of foreign experience in assessing science, technology and innovation, the following was investigated: the procedure for collecting STI statistics in the European Union and OECD countries (R&D statistics is collected in accordance with the Frascati 2015 Guidelines: Guidelines for the Collection and Publication of Data on Research and Experimental Development; statistics on innovation activities - in accordance with the Oslo Guidelines: Guidelines for the Collection and Interpretation of Innovation Data); STI measurement tools, which are further used for effective decision-making on the development of scientific, technical and innovation activities in Ibero-American countries; integral indices for assessing STI resources and results - the Global Innovation Index, developed by WIPO; indicators of the European Innovation Scoreboard and the Regional Innovation Scoreboard, which track the state of STI in the European Union.
The study found that in order to assess the impact of STI on socio-economic development at the macro level, it is necessary to use econometric models, patent and bibliometric studies, integral indices and indicator systems.
The paper examines the structure of the monitoring and evaluation system of the EU Framework Program “Horizon Europe”.
The paper also presents a model for assessing the impact of STI on the country's socio-economic development.
It is intended for representatives of public authorities, researchers, engineers, professors of higher education institutions, postgraduate students and students of relevant specialties.
