Abstract. The theoretical approach to the creation of a rational form of scientific environment for the successful implementation of innovative projects is considered. On the basis of the analogies principle a structural diagram and a mathematical model of the process of creation and functioning of the corresponding innovative Hub in the form of coaxial elements around the center – an innovative idea – were developed.
