Abstract. The results of a study on modern instruments of science and innovation policy in foreign countries and Ukraine, based on research of publications by international organizations, government authorities of foreign countries, legal acts of Ukraine, and scientists, are presented. It has been identified that in many countries, there is a system of financial incentives aimed at accelerating research and development, innovations, expanding production, achieving environmental sustainability, and increasing employment. In Ukraine, legal documents mention various forms of state support for innovation, including (government funding programs, technoparks and innovation hubs, startup accelerators and incubators, investment funds and business angels, educational and research programs, tax incentives, international cooperation, etc.). However, the analysis revealed that in practice, tax incentives and benefits for R&D and innovation in Ukraine are implemented for a limited range of activities, such as aviation production and defense (during wartime), among others.
It is concluded that there is a need for monitoring and evaluating the outcomes of implementing state support instruments for scientific and innovative activities to assess their relevance and effectiveness in Ukraine.
The study is intended for government officials, experts, scientific and engineering staff, and faculty members of higher education institutions.
