Abstract. The European open innovation policy is analyzed, in particular the development of open innovation tools within the framework of the European Research Area. The implementation of open innovation mechanisms and tools at the national level in the Roadmap for Ukraine’s Integration into the European Research Area is being considered. European Research Area Hubs (ERA Hubs) are considered as practical tools for building open innovation ecosystems.
