Abstract. The scientific-analytical report was prepared based on the results of monitoring the state of scientific, scientific-technical and innovative activities in 2024 under the budget programs of the Ministry of Education and Science of Ukraine. The research was conducted at the Ukrainian Institute of Scientific and Technical Expertise and Information based on the data of the Ministry of Education and Culture as the chief manager of budget funds, as well as institutions of higher education and scientific institutions belonging to the sphere of its management. The work examines the scope and structure of financing of scientific and scientific and technical activities at the expense of general and special funds of the state budget, in particular in terms of budget programs, directions of budget financing, types of R&D. The dynamics of financing, the ratio of basic and program-targeted financing, as well as the distribution of funds by priority areas of development of science and technology and innovative activity were analyzed. Particular attention is paid to the assessment of the effectiveness of scientific research and development: the number of completed and completed scientific works, the creation/implementation of scientific (scientific and technical) products, publication and patent activity, as well as the effectiveness of the implementation of scientific and innovative priority directions.
Based on the results of the study, it was concluded that a more verified assessment of the effectiveness of sources (general and special funds) and types of financing (basic and program-target) can be obtained through the calculation of relative indicators regarding the effectiveness of 1 scientific and technical activity (STA) of the corresponding source or type of financing for 1 UAH of this source or type. Thus, it was found that the results of STA budget financing are presented and registered more (have greater publication and patent activity), which, first of all, is due to the higher level of their financing, and the «intensity» quality of STA results, which are performed according to the results of the national competitive selection (despite the paucity of the number and volumes of financing of such STA), remains very high.
The study is intended for government officials, experts, scientific and engineering staff, and faculty members of higher education institutions.
