Abstract. In this context, enhancing the competitiveness of the national economy and focusing on an innovation-driven development path are priority tasks of modern state policy, serving as key factors in forming an effective strategy for the country’s innovative development. Assessing the state and performance of scientific research and development to determine future development prospects is the result of systematic monitoring studies of scientific, scientific-technical, and innovation activities. This monograph presents the results of monitoring domestic scientific, scientific-technical, and innovation activities based on the following groups of indicators:
- assessment of the state of the scientific and technical sphere and the level of innovation development in Ukraine based on international ratings and indices;
- analysis of the dynamics of publication activity indicators of Ukraine in international scientometric databases;
- human resources provision as one of the most important indicators of the implementation of scientific research;
- financial and investment support of Ukraine’s scientific sphere: by types of scientific research and scientific-technical (experimental) developments, directions of budget funding, and main budget administrators;
- performance of scientific research and scientific-technical (experimental) developments in 2024 by types of ongoing and completed work and by the number of created and implemented scientific and technical products: by directions of budget funding and main administrators;
- quantitative assessment of publication and patent activity: by types of work, directions of budget funding, and main administrators;
- analysis of the performance of scientific activity in 2024 according to the priority areas of science, technology, and innovation development.
The assessment of the state of the scientific and technical sphere and the level of innovation development in Ukraine is carried out on the basis of various international ratings and indices that reflect not only the current state but also the dynamics of innovation activity. A comprehensive characterization of these indicators is provided by the Global Innovation Index, the Global Sustainable Competitiveness Index, the Summary Innovation Index, and the Human Development Index.
The most recognized scientometric databases (DBs) in the world, the indicators of which make it possible to study the state of publication activity in different countries and conduct international comparisons, are Web of Science (WoS) by Clarivate Analytics and Scopus by Elsevier. The monograph presents an analysis of the dynamics of Ukraine’s publication activity in these databases, particularly by main scientific research areas during 2015–2024.
The basis of this monograph is the analysis of the state of budgetary financial support and the results of R&D, prepared according to data provided by main budget administrators to the Ministry of Education and Science of Ukraine using the forms approved by the Order of the Ministry of Education and Science, Youth and Sports of Ukraine No. 10 of January 11, 2012, registered in the Ministry of Justice of Ukraine on January 30, 2012, under No. 146/20459. Comprehensive monitoring studies of scientific, scientific-technical, and innovation activities - including their financial and investment components and the effectiveness of research and development enable the identification of promising directions for the development of the scientific sphere in Ukraine and the formation of an effective strategy for the country’s innovative development.
