Abstract. The scientific-analytical report was prepared based on the results of monitoring the state of scientific, technical and innovative activities in Ukraine in 2024. The study of the scientific potential and effectiveness of the scientific and innovative sphere of Ukraine in the areas of budget financing, types of R&D, created/implemented scientific (scientific and technical) products was carried out at the Ukrainian Institute of Scientific and Technical Expertise and Information on the basis of information received from the main managers of budget funds, indicators of world ratings and international databases using a synthesis of monitoring and scientometric analysis methods.
Based on the results of the study, conclusions were made regarding the improvement of Ukraine's position in the world rankings according to some indicators, in particular, the presence of a high level of scientific and educational potential as one of the key factors of the competitiveness of the Ukrainian scientific and innovative sphere, however, the results of the assessment of the scientific and innovative capacity of Ukraine reveal a number of problems and indicate the need for the development and implementation of a single, coordinated scientific, technical and innovative policy. In the conditions of a budget deficit, only the unification of resources and efforts of the state, the scientific community and business structures will allow the modernization of the economy.
The results obtained can be taken into account by state authorities when developing and adopting government decisions regarding the development of the scientific and innovative sphere.
