Abstract. The approach of “open innovation” is considered, which is based on co-creation, which stimulates creativity, reduces risks, as a result of which there is an acceleration of innovation. State stimulation of innovative development based on the “open innovation” approach consists in the regulation of “market failures” associated with information asymmetry regarding the awareness of the benefits of “open innovation”, limited information about the capabilities and reliability of potential partners.
