ON THE USE OF SOCIAL NETWORKS AS A PREDICTION MARKET TOOL FOR IMPROVING THE PRACTICE OF EVALUATION SCIENTIFIC RESEARCH

Abstract. The summarized results of a collective discussion at a scientific forum for a simulated case regarding the non-obvious disadvantage of the Hirsch index are described. It is the calculation of the ratio of citations between the author of an idea who has one publication and his disciples followers who developed its small details in numerous cross-referenced publications. Resulting from the discussion, the wording of the problem was clarified and set of little known to commons resources were identified which allow evaluate various aspects of the scientist’s contribution to the scientific output.
