Abstract. Politicians in many countries are increasingly emphasizing the central role of knowledge, in particular in research, development and other activities for the development of science and technology implementation, in the economic growth and competitiveness of the country. Monitoring the state of innovation, carried out in the world (for example, Global Innovation Index), provides for obtaining real-time information on the state and dynamics of innovation, assessing the effectiveness of management decisions and the need to adjust them. The same applies to the annual scientific and analytical report on the state of innovation in Ukraine, the information in which contributes to the understanding of positive and negative trends in scientific and innovative activities, ways of changes in the technological development of society and the development of an effective scientific and innovation policy in Ukraine. 
This report presents data on innovation activities in Ukraine, which show the main problems and achievements in the STI sphere in the period of 2018-2019, including the positions of Ukraine in five international indexes, analysis of the innovative activity of Ukrainian enterprises, organizations and institutions, including technology sectors, analysis of technology transfer as an important component of innovation. 
Analysis of international rankings assessing the innovativeness of the economies of countries of the world shows that the effectiveness of innovative activities in Ukraine decreased across all indexes in the period of 2019-2020. The share of innovatively active enterprises in the total number of industrial enterprises also decreased compared to 2018. 
Among the reasons for this should be highlighted the reduction in spending on research, development and education as a percentage of GDP, insufficient level of the innovative infrastructure and clusters development, weak protection of intellectual property rights, a low proportion of the population who are Internet users. 
Most of the innovatively active enterprises spent money on the purchase of ready-made equipment and software. Enterprises of high- and medium-high-tech sectors spent almost half of innovative funds on research and development, which allowed them to increase sales of innovative products and the number of technological processes. 
Human resources - a composite of the indexes, which remains the strongest side of Ukraine. However, a decrease in budgetary funding for education can destroy this advantage of our country.
