Abstract. The monograph considers the positions of the Ukrainian science in world rankings and international scientometrics databases. The state of the country's intellectual capital training - highly qualified scientific personnel - is shown. The results of monitoring the institutional, personnel and financial support of the scientific and technical sphere of Ukraine in 2017 are presented, also the creation and implementation of the results of scientific research and development. The features of the formation of scientific and technical priorities in the developed countries of the world are determined and the state of implementation of domestic priority areas for the development of science and technology with details on the priority thematic areas of scientific research and scientific and technical developments is shown. The monograph sections on the state of formation of the scientific and technical priorities in the countries of the world, the level of development of science in Ukraine in international comparisons were prepared according to the data of foreign and domestic sources of information, ratings of the Global Innovation Index, the Global Competitiveness Index, European Innovation Scoreboard, The World University Rankings, Unіversіtas 21, international scientometrics databases Scopus and Web of Science. The monograph sections on the institutional, personnel, financial support of scientific research and scientific and technical (experimental) developments in Ukraine at the expense of all sources of R&D funding according to the State Statistics Service of Ukraine was prepared. The monograph sections on financing the scientific sphere of Ukraine at the expense of the state budget and the obtained results, the implementation of priority directions for the development of science and technology and priority thematic areas of scientific research and scientific and technical developments according to the main administrators of budget funds were prepared.
